Summary of the Truly Agreed Version of the Bill

HCS SS SCS SB 462 -- SEWER AND WATER CORPORATIONS AND STATE
CONSTRUCTION CONTRACTS

This bill allows the Missouri Public Service Commission to order
a public utility to acquire a small water or sewer corporation
that is in violation of statutory or regulatory standards, has
failed to comply with a commission order regarding the safety and
adequacy of service, or cannot reasonably maintain adequate
services and facilities.  The bill requires the acquiring public
utility to be financially, managerially, and technically capable
of acquiring and operating the small water or sewer corporation.

The City of St. Charles must give its sewer service customers
two-years' prior written notice of its intent to discontinue
service.

Currently, the director of any state agency may authorize and
establish a standing construction contract in the amount of
$25,000.  The bill increases that amount to $100,000.

The bill contains an emergency clause.
